2000 Larry Welborn
LARRY WELBORN
A Madison County native, Larry Welborn was born on July 27, 1937 in Elwood, Indiana. He grew up on a small grain and livestock farm and graduated from Frankton High School in 1955. In 1959, he received a BS degree in Agriculture Education from Purdue University. At graduation he was also commissioned a second lieutenant from the Purdue ROTC program. In the military he was stationed at Fort Sill, Oklahoma and Fort Knox, Kentucky learning field artillery skills. He also served 8 Y, years in the Army reserves in various capacities. Upon the completion of his military service, he returned to Purdue and received a Masters degree in Education.
Larry joined the Soil Conservation Service in 1963 as a trainee and later a soil conservationist at the Delphi field office with work unit conservationist Kenneth Pyle and technicians Robert Gray and Roy Fry. In 1966 he was promoted to work unit conservationist for Cass County where he aided in getting the Rock Creek watershed project started. In 1968 Larry returned to Carroll County as work unit conservationist and assisted the Carroll County Soil and Water Conservation District to provide guidance to hundreds of land users in planning and applying various conservation practices. These soil erosion and water management practices included grass waterways, drainage systems, erosion control structures, ponds, etc. He also coordinated the construction and maintenance for the Bachelor Run watershed project.
During his 36 years with the Soil Conservation Service, Larry has helped train several future employees. Some of these trainees have become assistant state and state conservationists. For 12 years Larry was also given additional supervisory responsibilities for conservation programs in Clinton and White Counties. In addition to his Soil Conservation Service activities, Larry has been a 30-year active member of the Delphi Lions Club. He has served as club secretary and president.
He is a member of the Delphi United Methodist Church where he has held several positions and served on various committees.
Larry married Carolyn LePage on December 31, 1967. They have two children, Thomas Alan and Susan Marie. Torn, a Naval Academy graduate, is presently a Captain in the U.S. Marine Corp. stationed at Camp Pendleton California. Susan graduated from Purdue University and is doing interior design work in Pennsylvania. Carolyn is active in the United Methodist church and works part time at the Obear, Overholser, Huffer, Rider and Fouts attorney office in Delphi.
